Hand in Hand Afghanistan Organization (HIHAO) is a member of Hand in Hand global network, started working in Afghanistan since 2007. Since 2007, HIHAO has been engaged in various development and relief programs with DFID, USAID, EU, SIDA, GIZ, Un Women and increasingly, HIHAO expanded its thematic focus incorporating humanitarian response programs with UNOCHA, FSAC, and UNFAO, following obtaining Afghanistan Humanitarian Fund (AHF) eligibility in 2020.

The project will proactively target the most vulnerable households during the winter and pre-harvest lean season with unconditional seasonal food assistance both in-kind and CBT modalities. The project aims to provide nutrition sensitive, unconditional emergency food assistance to members of severely vulnerable, food-insecure households in targeted provinces to prevent further deterioration of their food security and nutritional status also, to avoid or minimize the need for targeted households to resort to negative coping strategies during the months of most severe food insecurity.

 

Job Description

Under the supervision of the design engineer, the GIS Engineer is overall responsible for the project WRI source mapping and pointing and site selection.

The GIS Engineer will perform the following duties with transparency and integrity, and in adherence to the policies as provided by the HIHAO.

Key Responsibilities:

  • Creating geospatial database for all existing irrigation and water supply schemes (Codes, intake, daily-monthly-annual discharge, length, command area, type of cropping, demand and other parameters)
  • analysis and integration of existing geographical information data
  • Performs GIS analysis, modeling and reporting to support designing.
  • Working closely with other employee to determine best practices for data storage and access.
  • Analyzing spatial data through the use of mapping software.
  • Discovering patterns and trends through spatial mapping of data.
  • Designing digital maps with geographic data and other data sources.
  • Creating "shape files" to merge topographical data with external data by layering external data over a topographical map.
  • Producing maps showing the spatial distribution of various kinds of data, including properties statistics and petrol station locations etc.
  • Developing mapping applications and tools.
  • Converting physical maps into a digital form for computer usage.
  • Performing data munging and cleaning to convert data into its desired form.
  • Produce reports on geographic data utilizing data visualizations.
  • Managing a digital library of geographic maps in various file types.
  • Collaboration with Engineering team for developing concept note and feasibility study of potential irrigation schemes and to assess the impact of each infrastructure project on water allocation, demand and availability
  • Provide technical Capacity Building support to the engineering staff of irrigation and water supply management directorate

Job Requirements

Education

  • A Bachelor’s degree Geography, Surveying, Engineering or related field from a recognized, accredited university.

Experience

  • A minimum of 4 years' experience in GIS modelling and Mapping
  • Experience with mapping tools such as ArcGIS, QGIS and Carto.
  • Experience with ArcGIS Online and Geo Portal.
